Actually I think this is more of an issue with the program manager and 3rd
party apps not being in the core install. If you use developer to install
the app you are basically handing off the management to the program manager
and developer is no longer being used for developing so to speak.

Until recently there has not been much 3rd party development or interest in
doing so. Developer has fueled some of the interest and issues like this are
being uncovered as we begin to play more with it.

Hi, I also had a similar problem with some software I think it was an older 
version of developer I had installed using a backup and not knowing where 
the program files were kept meant I had to reflash and recreate everything 
from my backup as I did not know where to change to fix the fact that the 
older version of developer was installed and the installer would not remove 
the package as all files were not there.  This is why there needs to be an 
option in the developer menu to uninstall software you install.
